# Global Fuel Card Market to Reach USD 18.35 Billion by 2033 as Transaction Fees Outrun Falling Fuel Volumes

**Global fuel card and fleet payment solutions revenue will reach USD 18.35 billion by 2033, from USD 9.40 billion in 2025 - an 8.72% CAGR** - according to a new report from Pheonix Research, published as the category's published sizing estimates continue to span a hundredfold range.

The card base behind that revenue grows considerably more slowly: **65.75 million active cards in 2025 to 103.20 million in 2033, a 5.80% CAGR**. Revenue per active card therefore rises from **USD 142.97 to USD 177.81**, or **24.37%**, across the eight years. That divergence is the report's central claim, and it is arithmetic rather than assertion: an electrified van charges several times a week where a diesel van refuels once, so transaction counts per vehicle rise even as the litres behind them fall.

## Why credible estimates of this category differ by a hundredfold

Published estimates of the fuel card market span roughly **USD 10 billion to roughly USD 1 trillion** - a spread of about **106 times**. The report's finding is that neither end is wrong, and that neither describes the same object. The range is a disagreement about perimeter, not about growth, and the report reconciles it in three rungs rather than adopting any existing estimate.

- Rung one, measured: fee and service revenue retained - per-transaction fee, buy-and-sell spread, subscriptions, reporting and charging roaming margin - at USD 9.40 billion in 2025. This is the report's own perimeter.

- Rung two, derived: fuel and electricity settled across card networks, at approximately USD 218 billion, obtained by dividing fee revenue by DKV Mobility's disclosed 4.32% gross take.

- Rung three, inferred: all road fuel bought by commercial vehicles by any payment method, of the order of USD 1 trillion, stated as an order-of-magnitude ceiling rather than a measurement.

Rung one to rung two is a factor of **23.2**; rung one to rung three is **106.4**. A supplier sizing its addressable fee pool from a throughput figure therefore overstates it by roughly 23 times, while an investor valuing an issuer on throughput concludes the take is under 1 per cent when on the card-network base it is **4.31 per cent**.

## Two pools, two unit economics

The global figure aggregates regions with almost no shared economics. Europe is truck-centric - few cards, high value per card, a product defined by cross-border tax recovery. North America is small-business-centric - many cards, low value per card, a product defined by merchant acceptance and credit.

Europe is **44.68%** of global value on **18.8%** of cards; North America is **46.28%** of value on **56.1%** of cards. A European card earns **USD 340.08** a year against a North American card's **USD 117.89** - a **2.88×** gap, and the report argues that ratio is more useful to capital allocation than the headline growth rate.

## Growth is acquisition, not pricing power

The disclosed accounts carry the tension. Eurowag reported **2024 net revenue of EUR 292.5 million, up 14.0%**, serving **302,076 active trucks, up 10.0%**; revenue per active truck rose only **3.71%**, to EUR 968.3. Corpay reported **USD 3,974.6 million of 2024 revenue** and an **adjusted EBITDA margin of 53.57%** - a figure no pure processing business achieves, because roughly half of it is float and spread rather than fee. Eurowag, closer to a pure fee model, earned **41.6%**, down from 42.8% in 2022.

On the competitive side, Dataforce's 2025 study of German fleets is the most granular published evidence: **78% of German companies use fuel cards**, penetration among fleets of twenty or more vehicles is **above 90%**, and buyers rank acceptance network first, transparent billing and analytics second, and fuel price third. In the resulting ranking **DKV leads, Aral is second, UTA third, and EuroShell has fallen out of the top three into fourth** - the structural consequence, the report argues, of being the card of a company that also sells the fuel. In charging, EnBW leads penetration at **30%** with DKV at **27%**, but DKV ranks first among large fleets.

## Regulation moves the transaction, not the fee

Two measures set the timetable. **AFIR** - Regulation (EU) 2023/1804, Article 5(4) - requires the ad hoc price at publicly accessible chargers of 50 kW and above to be based on the price per kWh and displayed at the point, with ad hoc card payment phased in across 2027 and 2028. That makes the kilowatt-hour the legal unit of settlement and caps the roaming spread, but it also makes card acceptance an obligation rather than a commercial favour - eroding acceptance breadth as a moat. **ViDA**, adopted on 11 March 2025, brings digital reporting for cross-border business-to-business transactions from 1 July 2030, with domestic real-time reporting aligned by 1 January 2035. It either makes the issuer the fleet's compliance agent or removes the aggregation layer that justified the fee.

The report sets **substitution risk at high** for exactly this reason: Plug & Charge under ISO 15118 removes the card from the transaction upstream, while structured e-invoicing removes the aggregator downstream.

## Method and perimeter

Value is fee and service revenue retained, in nominal US dollars at a constant 2025 average exchange rate. Volume is active cards that transacted at least once in the trailing twelve months. Regional pools are built bottom-up from disclosed issuer revenue where it exists - DKV Mobility, Eurowag, Edenred, Corpay - and from card-count and revenue-per-card disclosure or acceptance-network scale where it does not. No syndicated market-research estimate enters the sizing and no competitor figure was used as a cross-check; the USD 10 billion to USD 1 trillion range is quoted in the report to be explained, not relied upon.

The base case requires three things to hold simultaneously: that the per-transaction fee is not competed to zero, that transaction frequency per vehicle rises at least as fast as litres per vehicle fall, and that attach across analytics, tolling and compliance lifts the non-litres share of revenue from roughly a fifth to roughly a third. If value growth falls to the volume rate of 5.80%, the 2033 figure is about **USD 14.8 billion**; if only the attach assumption fails, around **USD 16 billion**.
