# Chile Vehicle Recovery Value Reaches USD 201.5 Million by 2033 as the Recovery Rate Turns

**Chile returned 6,424 insured vehicles to their owners in 2025 — 17.6 a day against the 101.0 reported stolen — worth USD 122.1 million at the country's average insured vehicle value.** A new Pheonix Research market report sizes that gross recovery value at **USD 201.5 million by 2033** on its base case, a **6.47 per cent CAGR**, inside a band running from **USD 131.9 million** to **USD 307.3 million**.

The finding that reframes the headline is a measurement gap rather than a forecast. Chile's theft count is well established: **36,868 reported thefts in 2025**, corroborated by a second series — Carabineros' **31,052 encargos por robo** for January to October — agreeing to within **1.07 per cent**. Its recovery rate is not comparably established. The **almost 45 per cent** recovery rate at first year of claim is measured only on the **2,211,320 insured vehicles**, **31.8 per cent** of a fleet of **6,951,716**. The other **22,592 thefts — 61.28 per cent — carry no recovery statistic at all**.

That asymmetry is the subject of this report. A country can state its theft count with two independent series agreeing to within 1.07 per cent, and simultaneously have no measured recovery rate at all for 61.28 per cent of the vehicles it loses.

## The rate has turned, and the base case now extrapolates a trend rather than assuming one

At first year of claim, full-year 2025 closed at almost 45 per cent — the **second consecutive annual increase**, against **54.75 per cent in 2017** and **61.34 per cent in 2016**. The base case takes recovery to **51 per cent by 2033**. That six-point improvement is worth stating in vehicles: at the 2016 rate, the same 14,276 insured thefts would have returned **8,757 vehicles instead of 6,424 — 2,333 more, worth USD 44.33 million**, or **36.32 per cent of the entire 2025 market**.

 | Path | | 2025 (USD m) | | 2033 (USD m) | | CAGR | | Assumptions |

 | Low | | 122.1 | | **131.9** | | 0.98% | | penetration flat at 32%, theft rate 0.55%, recovery 45%, value +1.5% |

 | **Base** | | **122.1** | | **201.5** | | **6.47%** | | penetration 32→38%, theft rate 0.60%, recovery 51%, value +2.0% |

 | High | | 122.1 | | **307.3** | | 12.23% | | penetration 32→42%, theft rate 0.70%, recovery 58%, value +2.5% |

The band is **USD 175.3 million wide, 87.0 per cent of the base case** — the honest width when four inputs move independently and one of them has no Chilean publication behind it.

## Insurance coverage, not falling crime, is the largest single contributor

Recovered vehicles go from **6,424 to 9,052, up 40.91 per cent**; the average value of a recovered vehicle goes from **USD 19,000 to USD 22,261, up 17.17 per cent**. Together that is 1.651 times, which is precisely the 122.1 to 201.5 move. On the **USD 79.4 million** of added value, **62.83 per cent is more vehicles recovered and 37.18 per cent is higher value per vehicle** — so most of the base case is volume, and most of that volume is penetration.

The lever that carries it is visible in the insurance statistics. The industry issued **4,182,519 voluntary vehicle policies in 2025, up 10.79 per cent** and a record, for **UF 33 million** of premium — while the average premium *fell* from about **UF 14 to UF 11, a 21.43 per cent decline**. Cover is being bought on price, not on risk. Four insurers — Bci Seguros, HDI, Suramericana and Zurich Chile — wrote **77.9 per cent** of those policies.

## An eightfold spread on an identical vehicle

The report's clearest commercial opening sits upstream of recovery. On 2015 vehicles, private use and a CLP 5 UF deductible, ComparaOnline priced the same **Mitsubishi L200 at between CLP 60,774 and CLP 540,025 a month across Chilean carriers — a 788 per cent spread on an identical asset**. A four-firm funder facing **more than 1,800 models and 72 brands from 28 countries**, by the association's own count, cannot price theft risk at model level by hand. The spread is the arithmetic consequence.

The same logic appears at model level, where the association publishes one recovery rate and it belongs to the country's highest-volume model: the **Toyota Hilux at 31.4 per cent** over the twelve months to mid-2025, **13.6 points below the market** and **30.22 per cent below** it in relative terms, on a brand that was the most-stolen in the same window at 13.75 per cent of insured thefts.

## The only recovery instrument with a published output — and no published cost

The Asociación de Aseguradores de Chile funds a plate-recognition network that it gives to **more than 260 municipalities** at no charge. In 2025 it produced **1,858 recoveries, 28.92 per cent of all insured recoveries** in the country, and more than 5,200 since 2021 — **35.73 per cent of the cumulative total arriving in that one year**. Its yield is concentrated: Maipú, Quilicura and Pudahuel together account for **16.31 per cent** of national network output.

Its cost is not published — not the hardware, not the operating agreements, not the data platform. **Cost per recovery, the most useful number in this market, cannot be computed from the public record.** One police anti-carjacking operation in the Metropolitan Region generated more than 600,000 plate reads; the network has produced more than 5,200 recoveries in five years. Detection is not the scarce input — interception is.

## A backlog, not a growth problem

**55,000 insured vehicles stolen over the last twelve years remain unlocated, worth USD 1.045 billion** at the model's average value. That stock is **8.56 times the annual value returned**. Because recovery is measured at first year of claim only, a vehicle found in year two is recorded as never found, and the stock accumulates silently.

## About the report

*Chile Vehicle Theft Recovery Market Report, Size, Share and Forecast 2026–2033* is published at [pheonixresearch.com](https://www.pheonixresearch.com/automotive-transportation/intelligent-mobility-systems/market-report/chile-vehicle-theft-recovery-market/). It sizes gross recovery value — the commercial value of stolen insured vehicles returned to their owners in a year — from four published-input drivers, with the one unpublished input (average insured vehicle value) banded and its effect stated: a **USD 5,000 move on a USD 19,000 base is 26.32 per cent of the entire 2025 market**.
