executive_summary: "The global organophosphate flame retardant market is valued at USD 1,041.7 million in 2025 on volume of 540.0 thousand tonnes, a blended realisation of USD 1,929 a tonne, and is forecast to reach USD 1,447.7 million by 2033 on 664.1 thousand tonnes at USD 2,180 a tonne, a compound annual growth rate of 4.20 per cent in value and 2.62 per cent in volume. It is the only large market in the phosphorus complex where the element is a minority of the product by mass: a tonne of TCPP is 9.46 per cent phosphorus and a tonne of BDP 8.94, which on this segment's contained-phosphorus ladder makes them the two most expensive tonnes of phosphorus in the chain at indices of 5.87 and 6.67 against 1.00 for the element, above potassium phosphite at 3.67 and glyphosate at 5.58. The price is not set by a furnace or a permit but by a fire test, which is why a single day of Chinese distributor offers for the same TCPP specification spans RMB 7,600 to 20,000. The chemistry is a one-pot addition of three moles of propylene oxide to one of phosphorus oxychloride with 100 per cent atom economy, so at a RMB 13,500 product price against RMB 6,540.6 of feedstock the merchant spread is 51.55 per cent, falling to 28.84 per cent if oxychloride is assessed at RMB 12,000 rather than 5,450. The largest producer reports 23.30 per cent, and its RMB 960.35 million net loss in 2025 was not an operating loss: nine-month profit was positive RMB 50.1 million and the year turned on RMB 1,097.45 million of impairment against a Weifang base being relocated to Thailand, with capacity utilisation of 46.93 per cent at Taixing, 39.21 per cent at Hanfeng and 38.99 per cent at Zhuhai. Europe is the regulatory counterweight: ECHA has recommended a restriction proposal for TCEP, TCPP and TDCP in flexible polyurethane foam in childcare articles and upholstered furniture on carcinogenicity grounds, with risk characterisation ratios of 27 to 125 for baby mattresses, against a REACH registered TCPP volume of 10,000 to 100,000 tonnes a year, while Chinese capacity is being added at Guizhou, Weifang and Thailand. China's HS 291990 phosphoric ester exports have fallen 52.5 per cent in value since 2021, to USD 452.2 million in 2025."

faq_question_1: "How large is the organophosphate flame retardant market?"
faq_answer_1: "USD 1,041.7 million in 2025 on 540.0 thousand tonnes, a blended realisation of USD 1,929 a tonne. The market is forecast to reach USD 1,447.7 million on 664.1 thousand tonnes by 2033, a compound annual growth rate of 4.20 per cent in value and 2.62 per cent in volume. Chlorinated alkyl phosphates, led by TCPP, account for roughly 300 thousand tonnes of that volume."
faq_question_2: "Why is TCPP so expensive per tonne of the phosphorus it contains?"
faq_answer_2: "Because the phosphorus is almost incidental. A tonne of TCPP is only 9.46 per cent phosphorus by mass, so at RMB 13,500 a tonne the contained phosphorus costs RMB 142,766 a tonne, an index of 5.87 against yellow phosphorus at 1.00. The customer is not buying phosphorus: he is buying a fire test certificate, and TCPP is the cheapest molecule that delivers a V-0 rating in flexible foam and PC/ABS. The element accounts for only 17.04 per cent of the product price, so a 10 per cent move in yellow phosphorus is 3.3 per cent of the manufacturer's gross spread."
faq_question_3: "Is TCPP being restricted in Europe?"
faq_answer_3: "It is in the pipeline. ECHA's screening assessment of TCEP, TCPP and TCPP's dichloro analogue TDCP identified a risk to children from flexible polyurethane foam in childcare articles and residential upholstered furniture, with carcinogenicity as the critical effect and risk characterisation ratios of 27 to 125 for baby mattresses, and recommended that a restriction proposal be prepared. TCEP has been restricted in articles since 2006 and its biocidal approval lapsed in August 2015. TCPP's REACH registered volume is 10,000 to 100,000 tonnes a year, so a restriction would touch up to a fifth of global demand."
faq_question_4: "What is the gross margin on a tonne of TCPP?"
faq_answer_4: "On merchant assessments it is 51.55 per cent: 0.468 tonnes of phosphorus oxychloride at RMB 5,450 plus 0.532 tonnes of propylene oxide at RMB 7,500 gives a feedstock cost of RMB 6,540.6 against an industry average price of RMB 13,500. That figure is sensitive to the oxychloride assessment, which Chinese trade sources place anywhere between RMB 5,450 and RMB 12,000; at the top of that range the margin falls to 28.84 per cent. The largest producer, Zhejiang Wansheng, reported 23.30 per cent on its flame retardant segment in 2025."

## Executive Summary

The global organophosphate flame retardant market is valued at USD 1,041.7 million in 2025 on volume of 540.0 thousand tonnes, a blended realisation of USD 1,929 a tonne, and is forecast to reach USD 1,447.7 million by 2033 on 664.1 thousand tonnes at USD 2,180 a tonne, a compound annual growth rate of 4.20 per cent in value and 2.62 per cent in volume. China's HS 291990 phosphoric ester exports have fallen 52.5 per cent in value since 2021, to USD 452.2 million in 2025.

## Market Report

## The one large phosphorus market where phosphorus is a minority

Every other market in this complex is a market in the element. Thermal phosphoric acid is 31.6 per cent phosphorus on the pure basis and sells for about what the element in it costs; phosphorus trichloride is 22.55 per cent; sodium tripolyphosphate is 25.8; monocalcium phosphate 22.7; a phosphite fertiliser 25.8. In each of them the price is a conversation between a furnace, a power tariff or a mining permit and a buyer who is purchasing phosphorus.

This market is not that. **A tonne of tris(2-chloroisopropyl) phosphate — TCPP, the volume product of the flame retardant industry — contains 9.46 per cent phosphorus.** A tonne of bisphenol A bis(diphenyl phosphate), BDP, contains 8.94. Two thirds of a TCPP molecule is carbon and chlorine. **The global organophosphate flame retardant market is USD 1,041.7 million in 2025 on 540.0 thousand tonnes** — a blended realisation of USD 1,929 a tonne — reaching **USD 1,447.7 million on 664.1 thousand tonnes by 2033**, or USD 2,180 a tonne, compounding at **4.20 per cent in value and 2.62 per cent in volume**.

Because the phosphorus is a rounding error in the mass, it is a spectacular multiple in the price. On this segment's contained-phosphorus ladder, where a tonne of phosphorus in yellow phosphorus is 1.00, **TCPP scores 5.87 and BDP 6.67** — against 3.67 for potassium phosphite, 5.58 for glyphosate, 1.32 for STPP, 1.05 for phosphorus trichloride and 0.88 for thermal acid. **The two most expensive tonnes of phosphorus in the entire chain are sold as fire retardants, and they are the two products that contain the least of it.**

That inversion is the whole report. It is not explained by scarcity, because there is no scarcity: the world's leading producer of these molecules ran its plants at 39 to 47 per cent of capacity in 2025 and lost RMB 960 million. It is not explained by cost, because the chemistry is a one-pot addition with **100 per cent atom economy**. It is explained by the fact that the buyer is not purchasing a chemical. He is purchasing a pass certificate — UL 94, GB 8624, EN 13501 — and the molecule is the cheapest way to get one.

## What this report counts, and the four phosphorus products it excludes

The perimeter is **organic esters and phosphonates of phosphorus used as flame retardants**: molecules whose phosphorus arrives through phosphorus oxychloride or phosphorus trichloride and leaves as a P–O–C or P–C ester. Four phosphorus-based flame retardant families sit outside that line and are excluded, deliberately, because they are made by a different route and priced by a different mechanism.

 | Product family | | 2025 volume (kt) | | 2025 value (USD m) | | P content | | Principal use |

 | **Chlorinated alkyl phosphates** — TCPP, TCEP, TDCP | | 300.0 | | 551.1 | | 7.2–10.9% | | Flexible polyurethane foam: furniture, mattresses, automotive seating |

 | **Aryl phosphates** — BDP, RDP, CDP, triphenyl phosphate | | 110.0 | | 217.0 | | 8.9–10.8% | | Polycarbonate and PC/ABS: electronics enclosures, business machines, E&E |

 | **Alkyl phosphates** — triethyl, tributyl, and mixed esters | | 95.0 | | 178.4 | | 10.5–17.0% | | Plasticiser and processing aid first, flame retardant second; coatings, adhesives, antifoam |

 | **Phosphonates and other esters** — dimethyl methylphosphonate and oligomeric phosphonates | | 35.0 | | 95.2 | | 12–25% | | Rigid and flexible foam, specialist polymer systems, defence and filtration |

 | **Total** | | **540.0** | | **1,041.7** | | | | |

**Excluded:** ammonium polyphosphate and other inorganic polyphosphates, which are made from phosphoric acid and ammonia by a completely different chain and are covered in this segment's phosphate salts work; red phosphorus, a form of the element itself; DOPO and its derivatives, where the phosphorus sits in a P–C ring and the feedstock is not an oxychloride at all; and the halogen-free inorganic hydrates, aluminium hydroxide and magnesium hydroxide, which contain no phosphorus. Together those four are larger than this market by tonnage and are not the same business.

The split between the four families above is **this report's own estimate**, built from producer capacity disclosures and product-mix statements rather than from a published series. The total is constructed independently and the split only distributes it. A reader with better information on the family mix should substitute it; the total does not move.

## The fire code sets the price, not the furnace

TCPP is the price reference for the whole market, and its five-year path is the clearest evidence that this is not a commodity cycle.

 | Year | | TCPP, RMB/t | | What moved it |

 | 2021 | | ~13,000 | | Demand recovering from the pandemic; propylene oxide flat |

 | 2022 | | ~14,000 | | Supply chain disruption and a rise in feedstock |

 | 2023 | | ~14,500 | | Balanced supply and demand |

 | 2024 | | ~15,000 | | Two producers — Futong Chemical and Ruisite — shut TCPP units, tightening supply, while propylene oxide rose; **+3.4 per cent** |

 | 2025 | | **~13,500** | | Concentrated capacity release across the Chinese phosphorus flame retardant industry met weak downstream demand; **−10.0 per cent** |

Four years up, one year down, and the down year is the one in which the capacity arrived. The other products price in a band above it in the specialty grades:

 | Product | | Assessment | | Date and basis |

 | TCPP, 99% | | RMB 13,500/t | | 2025 industry average; distributor offers on a single day in May 2025 ranged RMB 7,600 to 20,000 |

 | TEP, 99–99.8% | | RMB 13,000–15,000/t | | April 2025, Shandong and Fujian distributor offers |

 | BDP, 98% | | RMB 14,500/t | | October 2025, Shandong offers |

 | Propylene oxide (feedstock) | | RMB 7,500/t | | September 2025, −12.87% year on year |

 | Bisphenol A (feedstock for BDP) | | RMB 7,755/t | | September 2025, −21.67% year on year |

The scatter in the first row is not noise to be averaged away. A factor of 2.6 between two offers for the same specification on the same day is what a market looks like when there is no exchange, no futures curve and no published assessment that anyone is obliged to trade against. **The price of a flame retardant is a quotation, and the quotation is anchored not on its cost but on the certificate the customer needs.** That is why the same molecule can be RMB 7,600 to one buyer and RMB 20,000 to another and both can be true: one is buying a chemical, the other is buying a UL yellow card.

## Six and a half thousand of molecule, thirteen and a half of product

TCPP is made by adding three moles of propylene oxide to one mole of phosphorus oxychloride. There is no by-product, no water to strip and no hydrogen chloride to scrub: **every atom of the two feeds ends up in the product.** That is a rare thing in this complex, where the chloride branch disposes of chlorine and the acid branch disposes of gypsum.

 | Per tonne of TCPP, 2025 | | Quantity | | Assessment | | RMB per tonne |

 | Phosphorus oxychloride | | 0.468 t | | RMB 5,450/t | | 2,550.6 |

 | Propylene oxide | | 0.532 t | | RMB 7,500/t | | 3,990.0 |

 | **Cash cost of feedstock** | | | | | | **6,540.6** |

 | Market price, 99% material | | | | 2025 industry average | | 13,500.0 |

 | **Gross spread** | | | | | | **6,959.4 — 51.55 per cent** |

Set against the rest of the cluster — phosphorus trichloride at 3.5 per cent, thermal acid near 12, feed phosphates at 6.76, STPP at 21.78, phosphite fertiliser at 52.01 — a flame retardant made in an unpressurised reactor from two purchased liquids belongs at the top of the table with the phosphite.

And the element in it is almost irrelevant to the cost. A tonne of TCPP contains 0.0946 tonnes of phosphorus; at RMB 24,324 a tonne of contained phosphorus, the element is **RMB 2,300.1, or 17.04 per cent of the product price**. A 10 per cent move in yellow phosphorus is 1.7 per cent of product price and **3.3 per cent of the spread**. This market does not hedge phosphorus. What it is exposed to is propylene oxide — a petrochemical derivative that fell 12.87 per cent in 2025 — and to the price of its own overcapacity.

### The arithmetic is a knife-edge, and the knife is oxychloride

The 51.55 per cent is only as good as the oxychloride assessment it rests on, and Chinese trade assessments of that molecule differ by a factor of two. Restate it:

 | Oxychloride assessment, RMB/t | | Cash cost, RMB/t | | Gross spread | | Margin |

 | 5,450 — this segment's own assessment | | 6,540.6 | | 6,959.4 | | **51.55%** |

 | 9,000 | | 8,202.0 | | 5,298.0 | | 39.24% |

 | 12,000 | | 9,606.0 | | 3,894.0 | | 28.84% |

That band is the honest width of the estimate, and it matters because it determines whether the next table is a puzzle or an explanation.

### Twenty-eight points that the arithmetic does not explain

Zhejiang Wansheng is the world's principal producer of phosphorus flame retardants. In 2025 its polymer functional additives segment — the flame retardant business — turned over **RMB 2,229.56 million on 134,429 tonnes**, a realisation of **RMB 16,586 a tonne** at a **gross margin of 23.30 per cent**. It was the only segment of the company whose margin did not fall; it rose 0.01 of a point.

Twenty-three per cent against fifty-one. Three things close the gap, and none of them is the chemistry.

**First, a distributor offer is not a contract.** The RMB 13,500 is an assessment of merchant spot; Wansheng's realisation of RMB 16,586 is a blended figure across differentiated, certified, often custom-formulated grades, and the two are not the same product.

**Second, the incumbent carries the fixed cost of an asset base built for a market three times its size.** Wansheng reported capacity utilisation of **46.93 per cent at Taixing, 39.21 per cent at Shandong Hanfeng and 38.99 per cent at Zhuhai** — 90.29 per cent at Zhuhai once the impact modifier plant still under construction is excluded. A molecule with a 51 per cent cash spread and a plant at 40 per cent is a business with an operating loss, and that is what the fourth quarter shows.

**Third, and this is the finding the report exists for: the reported loss is not an operating loss.** Wansheng's revenue rose 13.98 per cent to RMB 3,377.79 million, gross profit was RMB 618.0 million and gross margin 18.23 per cent — down three tenths of a point. Nine-month net profit to September was **+RMB 50.1 million**. The full year was a net loss of **RMB 960.35 million** because the fourth quarter carried **RMB 1,097.45 million of asset impairment** against the Weifang base, whose flame retardant capacity is being cut and relocated to a new 32,000-tonne phosphate ester plant in Thailand to escape trade barriers.

**In other words: the flame retardant market did not lose money in 2025. It took a write-down on plants that were built for volumes it does not have.** The distinction matters, because a margin problem corrects with price and a footprint problem corrects with closures and it has only just started.

## The flame retardant industry is not downstream of the oxychloride market. It is the oxychloride market.

One mole of phosphorus oxychloride makes one mole of a phosphate ester, and the mass multiplier is 2.14 for TCPP. Apply it and a structural fact falls out.

 | Step | | Figure | | Basis |

 | Global phosphate ester flame retardant volume, 2025 | | 540.0 kt | | This report's construction |

 | Average ester mass per tonne of oxychloride | | 1.8 t | | Molar arithmetic weighted across TCPP (2.14), TEP (1.19), BDP (2.26 per unit of P) |

 | **Oxychloride absorbed** | | **300.0 kt** | | |

 | Global phosphorus oxychloride volume, 2025 | | 302.4 kt | | This segment's phosphorus trichloride and oxychloride report |

 | Share of the oxychloride pool consumed | | **99.2%** | | |

The two numbers were built independently, by different methods, for different reports. Their agreement is the strongest confirmation in this file of the volume figure — and it carries an uncomfortable implication for anyone modelling this chain from the top down. **There is no separate flame retardant market sitting downstream of an oxychloride market. The esters are where the oxychloride goes.** A forecast of one is a forecast of the other, and a capacity addition in one is a capacity addition in both.

It also means the chlorine never leaves. A tonne of TCPP carries **0.325 tonnes of chlorine** — 32.5 per cent of its mass — sold to a customer inside a molecule that will not release it until it burns. In the chloride branch, chlorine is a disposal problem that occasionally arrives as a payment. Here it is a passenger with a ticket.

## Four hundred and fifty thousand tonnes of capacity and a hundred and thirty-four thousand tonnes of sales

The supply side of this market is unusually legible, because two listed Chinese producers disclose it. Between them they describe the whole problem.

 | Zhejiang Wansheng base, 2025 | | Capacity | | Utilisation | | Status |

 | Jiangsu Taixing | | 65.3 kt | | 46.93% | | Operating |

 | Shandong Hanfeng | | 121.5 kt | | 39.21% | | Operating |

 | Shandong Weifang | | 189.6 kt | | Being cut | | Capacity reduced, relocated to Thailand; impairment of RMB 1,097.45m taken in Q4 2025 |

 | Guangdong Zhuhai | | 44.0 kt | | 38.99% | | 38.99% including 25 kt of impact modifier capacity still under construction; 90.29% excluding it |

 | Thailand | | 32.0 kt | | Commissioning | | Phosphate ester flame retardant project; main works complete, equipment being installed |

Two more projects are in build at Weifang — 23.1 kt of specialty functional materials and 14.2 kt of high-end new materials phase one, both due for completion during 2026 — which means the group is adding capacity at home and abroad in the same year it is impairing capacity at home.

Nantong Jiangshan discloses the other half: **80,000 tonnes a year of TCPP and 15,000 tonnes a year of BDP**, with a **100,000-tonne flame retardant and supporting unit complex planned for Guizhou**. When an investor asked the company in August 2025 why its flame retardant gross margin was low, the answer was the industry's answer: it is low.

Below those two sits a long second tier — Tai'an Yarong, Anhui Runyue, Shandong Changsheng, Futong, Ruisite and others — publishing a TCPP or TEP price on most trading days, which is why the assessments exist at all and why they scatter.

**Six producers define the tier one of this market.** The structure is fragmented by count and oligopolistic by capacity, which is the worst of both: enough sellers to make price competition rational and enough concentrated capacity to make everyone's utilisation terrible at once.

## Where the tonnes go

The demand side is a set of applications that share one property: each of them is regulated for fire, and none of them is regulated for phosphorus.

 | Application | | Share of volume | | Product families | | What sets the specification |

 | Flexible polyurethane foam — furniture, mattresses, automotive seating | | ~48% | | TCPP, TDCP, TCEP legacy | | California TB 117 and its state successors; UK furniture regulations; EN 1021 |

 | Engineering plastics — PC, PC/ABS, PPE/HIPS | | ~24% | | BDP, RDP, CDP | | UL 94 V-0 at a stated wall thickness |

 | Coatings, adhesives, sealants, textile backcoatings | | ~16% | | TEP, alkyl phosphates | | Formulation performance first, fire second |

 | Rigid foam, composites, specialty and defence | | ~12% | | Phosphonates, oligomeric esters | | Customer qualification |

The split is this report's estimate. What is not an estimate is the direction of the plastics business: Wansheng's own filing states that **non-halogenated flame retardant PC/ABS has become the main trend in development and application**, and that phosphorus flame retardants are growing quickly in it because they are low-toxicity, durable and effective on the alloy while also improving its melt flow. That is a demand driver that does not depend on construction starts or on furniture sales. It depends on the substitution of a brominated molecule by a phosphorus one inside an existing application — volume that arrives without anyone buying a new sofa.

Against it sits the application that does depend on construction, and the Chinese industry's own commentary is blunt about it: real estate's downcycle has visibly dragged on demand for flame retardants in building materials, and the traditional downstream sectors — construction, wire and cable, electronics, transport — were all slowing in 2025 at once.

## Europe is moving against the molecule China is building

Three chlorinated organophosphate esters are in the European Union's restriction pipeline, and the assessment is not speculative — it is published.

 | Substance | | Status in the EU | | REACH registered volume |

 | **TCEP**, tris(2-chloroethyl) phosphate | | Restricted in articles; biocidal approval sunset 21 August 2015; no longer used as a flexible foam flame retardant in the Union but present as an impurity and in imports | | — |

 | **TCPP**, tris(2-chloroisopropyl) phosphate | | Subject of an ECHA screening assessment that **recommends a restriction proposal** | | **10,000–100,000 t/yr** |

 | **TDCP**, tris(1,3-dichloroisopropyl) phosphate | | Same screening assessment, same recommendation | | 1,000–10,000 t/yr |

The screening report's conclusion is narrow and severe. It identifies a risk **to children** from these three substances in flexible polyurethane foam in childcare articles and residential upholstered furniture, with **carcinogenicity** as the critical effect, and it derives exposure from migration measurements on baby mattresses, car safety seats and baby slings. The risk characterisation ratios are not marginal. For baby mattresses they run **27 to 125**, driven by a large contact area and a long contact duration; the only reference article that came in below one was TCPP in car safety seats, at 0.5. A risk for reproductive effects was also identified for TCEP and TCPP in mattresses.

Set that against the supply side. The European Union registers up to **100,000 tonnes a year of TCPP** alone — a fifth of this entire global market, in one jurisdiction, in the one molecule a restriction proposal would target first. And the Chinese response to a shrinking European market has been to build more: 100,000 tonnes planned at Guizhou, 32,000 tonnes relocated to Thailand explicitly to route around trade barriers, and the Weifang expansion still on the slate. **Europe is assessing whether to restrict the molecule; Asia is building capacity to make it for someone else.**

The trade data already shows which way that is resolving.

 | China exports, HS 291990 — phosphoric esters and their salts | | Value |

 | 2021 | | USD 952.1m |

 | 2022 | | USD 686.2m |

 | 2023 | | USD 531.5m |

 | 2024 | | USD 522.5m |

 | **2025** | | **USD 452.2m — down 52.5 per cent on 2021** |

 | 2026, January to August | | USD 279.8m, −9.2 per cent year on year; August alone USD 28.1m, −31.5 per cent |

HS 291990 is wider than this market — it also carries phosphate plasticisers — so it is an upper bound on the export line and not a measurement of it. Treated as one, it says the export value of China's phosphate esters has halved in four years and is still falling at a double-digit rate into 2026. Volume has not halved; capacity has grown. **The difference is price, and the price is what a restriction recommendation does to a molecule before the restriction exists.**

## Forecast 2026–2033

The market grows in tonnage at 2.62 per cent and in value at 4.20 per cent, and the gap is a mix effect rather than a recovery.

 | Year | | Volume (kt) | | Realisation (USD/t) | | Value (USD m) |

 | 2025 | | 540.0 | | 1,929 | | 1,041.7 |

 | 2026 | | 554.1 | | 1,960 | | 1,086.0 |

 | 2028 | | 583.5 | | 2,020 | | 1,178.7 |

 | 2030 | | 614.4 | | 2,080 | | 1,278.0 |

 | 2033 | | **664.1** | | **2,180** | | **1,447.7** |

Realisation rises 13.01 per cent over eight years — about 1.5 per cent a year, well below any inflation assumption — for one reason. **The chlorinated esters that carry 7 to 11 per cent phosphorus give way, slowly, to the aryl phosphates and phosphonates that carry 9 to 25 per cent at a higher price per tonne.** The mix moves up the price column and up the phosphorus column at the same time, which is why value outruns volume without requiring the market to tighten.

Three assumptions carry this forecast and a reader should test them rather than accept them.

**1. No European restriction is assumed inside the forecast window.** If a restriction on TCPP and TDCP in flexible foam is adopted and phased in by 2030, European chlorinated volume — up to 100 kt of a 540 kt market — does not disappear, it migrates into non-halogenated aryl and oligomeric esters at a higher price. That would raise realisation faster than modelled and lower volume slightly. It is the single largest swing in the file and it cuts both ways.

**2. Chinese capacity additions are assumed to run ahead of demand throughout.** Jiangshan's 100 kt at Guizhou, Wansheng's 37.3 kt of new domestic projects and 32 kt in Thailand against 14.1 kt a year of demand growth. That is why realisation rises at 1.5 per cent and not at 3: the pricing power stays with the buyer.

**3. No substitution out of phosphorus is assumed.** Halogen-free is a tailwind for phosphorus flame retardants inside plastics and a headwind for them inside foam, where inorganic hydrates compete on price. The two roughly cancel in the model, which is an assumption, not an observation.

## Competitive landscape

Six producers make up the tier one of this market, and the structure is best described as **fragmented by count and concentrated by capacity** — too many sellers to support price discipline, too few to make any of them a price taker.

- Zhejiang Wansheng (603010.SH) — the world's leading producer of phosphorus flame retardants. RMB 3,377.79m of group revenue and 134,429 tonnes of polymer functional additives sold in 2025 at a 23.30 per cent segment margin. Six production bases including a 32 kt Thai plant under commissioning, and a product range that has moved from polyurethane and PC/ABS into TPU, copper-clad laminate and high-temperature nylon.

- Nantong Jiangshan (600389.SH) — 80 kt of TCPP and 15 kt of BDP, with a 100 kt Guizhou complex planned. The company has publicly acknowledged low flame retardant margins.

- The Chinese second tier — Tai'an Yarong, Anhui Runyue, Shandong Changsheng, Futong and Ruisite among others. Price publishers, capacity followers, and the reason a single day's TCPP assessment spans RMB 7,600 to 20,000.

- The Western and Japanese incumbents — present in specialty and formulated systems, largely withdrawn from merchant chlorinated esters, and increasingly buyers rather than makers of the commodity molecule.

No share table is published here, and the reason is disclosed rather than dressed up: the second tier does not report volumes, the Western producers do not break out phosphate esters, and Wansheng's own disclosure is at the level of polymer functional additives rather than individual molecules. A five-company share table would be an invention.

## Methodology, caveats and what would change the numbers

**How the market size was built.** Volume was constructed bottom-up from producer capacity disclosures, utilisation rates and trade data, and then cross-checked against the oxychloride pool: 540 kt of esters requires 300 kt of phosphorus oxychloride at a weighted mass multiplier of 1.8, against a global oxychloride volume of 302.4 kt built independently for this segment's phosphorus trichloride report. The 99.2 per cent agreement is the check.

**The weakest number in the file is the family split, not the total.** The 300 / 110 / 95 / 35 division is an estimate. If the chlorinated share is 50 per cent rather than 55.6, the value moves by about USD 18 million and the volume not at all.

**Currency.** RMB figures are converted at **RMB 7.35 to the dollar**, the rate implied by this segment's other reports, so that figures across the cluster are comparable rather than individually precise.

**The TCPP margin is a merchant-spot calculation, not an industry margin.** It is stated as a range across oxychloride assessments of RMB 5,450 to 12,000 — 51.55 to 28.84 per cent — because single-point Chinese trade assessments of that feedstock disagree by a factor of two. The reported margin of the largest producer, 23.30 per cent, sits at the bottom of that band and is the more reliable figure for what the industry actually earns.

**Trade data covers more than this market.** HS 291990 includes phosphate plasticisers, so the export series is used for direction and magnitude, not as a volume measurement.

**The contained-phosphorus ladder is stated on one convention.** Phosphorus content is calculated from molecular formulae at full stoichiometric purity, and the thermal acid row — 0.88 — is on the 100 per cent H₃PO₄ basis while Chinese acid is quoted as 85 per cent product, which would restate it at 1.03. That ambiguity is disclosed in this segment's thermal acid report and does not affect the flame retardant rows: TCPP, TEP and BDP are sold at their stated purities and their phosphorus contents are arithmetic.

**What would change the numbers.** A European restriction with a firm phase-in date; a Guizhou commissioning date from Jiangshan; a disclosed molecule-level volume from Wansheng; and an oxychloride assessment that the whole chain agrees on. None of the four exists today, and each of the four is worth more than another percentage point of forecast precision.

The multiple is a compliance price, not a margin on phosphorus, and the certificate behind it is under review.

[The Write-Down That Looked Like a Margin Collapse](https://www.pheonixresearch.com/chemicals-materials/phosphorus-phosphate-derivatives/article/the-write-down-that-looked-like-a-margin-collapse/) — Gross margin fell 0.30 points and nine months were profitable. The RMB 960 million loss is one impairment at one plant being relocated to Thailand, and that is a footprint problem, not a price problem.

## Frequently Asked Questions

**Q: How large is the organophosphate flame retardant market?**

USD 1,041.7 million in 2025 on 540.0 thousand tonnes, a blended realisation of USD 1,929 a tonne. The market is forecast to reach USD 1,447.7 million on 664.1 thousand tonnes by 2033, a compound annual growth rate of 4.20 per cent in value and 2.62 per cent in volume. Chlorinated alkyl phosphates, led by TCPP, account for roughly 300 thousand tonnes of that volume.

**Q: Why is TCPP so expensive per tonne of the phosphorus it contains?**

Because the phosphorus is almost incidental. The element accounts for only 17.04 per cent of the product price, so a 10 per cent move in yellow phosphorus is 3.3 per cent of the manufacturer's gross spread.

**Q: Is TCPP being restricted in Europe?**

It is in the pipeline. TCPP's REACH registered volume is 10,000 to 100,000 tonnes a year, so a restriction would touch up to a fifth of global demand.

**Q: What is the gross margin on a tonne of TCPP?**

On merchant assessments it is 51.55 per cent: 0.468 tonnes of phosphorus oxychloride at RMB 5,450 plus 0.532 tonnes of propylene oxide at RMB 7,500 gives a feedstock cost of RMB 6,540.6 against an industry average price of RMB 13,500. That figure is sensitive to the oxychloride assessment, which Chinese trade sources place anywhere between RMB 5,450 and RMB 12,000; at the top of that range the margin falls to 28.84 per cent. The largest producer, Zhejiang Wansheng, reported 23.30 per cent on its flame retardant segment in 2025.
