# Canada Enterprise AI Spend Reaches USD 8.60 Billion by 2033 as the Refusal Cohort Becomes the Binding Constraint

**Canada's AI adoption market is USD 3.16 billion in 2026 and reaches USD 8.60 billion by 2033 at a compound annual growth rate of 15.4 per cent**, according to a report published today by Pheonix Research. The base case sits inside a band of USD 5.99 billion to USD 11.83 billion — 67.9 per cent of the base case wide — and the width of that band is not in the adoption curve, which Canada measures quarterly, but in one input the country does not publish at all.

The curve itself has been steep. Statistics Canada puts use of AI to produce goods or deliver services at **6.1 per cent of employer businesses in the second quarter of 2024, 12.2 per cent in 2025 and 19.2 per cent in 2026** — a **3.148-fold** increase in two years, on a survey drawing 9,251 responses from a stratified sample of 21,105.

The same release carries a number quoted far less often. **40.0 per cent of Canadian businesses told Statistics Canada that the use of AI is not relevant to their business.** Not too expensive. Not too risky. Not a skills shortage. Irrelevant.

## A 60 per cent target, against a 40 per cent refusal

On 4 June 2026 the Government of Canada launched *AI for All*, committing more than CAD 2.3 billion in new spending and a target of 60 per cent business adoption by 2034, from a stated baseline of just over 12 per cent. Set that against the refusal cohort and an arithmetic coincidence appears that is almost certainly not a coincidence:

 | Quantity | | Value | | Basis |

 | Businesses using AI, 2026 | | 19.2% | | Statistics Canada |

 | Businesses reporting AI not relevant | | 40.0% | | Statistics Canada |

 | **Businesses neither using nor refusing — the only sellable population** | | **40.8%** | | Derived |

 | National adoption target, 2034 | | 60.0% | | Government of Canada |

 | **Conversion required of that population** | | **100.0%** | | Derived |

**Canada's 60 per cent target is the exact complement of the 40 per cent that has opted out.** Reaching it requires every business that has not yet refused, converted inside eight years, with no allowance for the firms that will join the not-relevant group as they are founded.

The rate is not the problem. Forty point eight percentage points over eight years is **5.1 points a year**, against 6.1 points delivered in 2025 and 7.0 in 2026. In businesses rather than points, the target needs **558,960 net conversions, or 69,870 a year**; Canada delivered roughly **95,900** in the single year to mid-2026 — **37.25 per cent above the average pace the target requires**. Momentum already exceeds the target. The pool is what no policy addresses.

## 71.5 per cent of the 2033 market already exists

The forecast is built as two cohorts rather than one growth rate, because the two populations move in opposite directions. The **263,040 businesses using AI in 2026** deepen, compounding at 10 per cent a year in the base case. The **339,760 businesses that adopt between 2027 and 2033** take the total to 602,800 and each enter *below* the current average — at 60 per cent of it, or USD 7,200 a year — because the marginal adopter is a smaller firm buying a narrower tool.

 | Path | | Adoption, 2033 | | Adopters, 2033 | | 2033 market | | CAGR |

 | Low | | 33% | | 452,100 | | USD 5.99bn | | 9.6% |

 | **Base** | | **44%** | | **602,800** | | **USD 8.60bn** | | **15.4%** |

 | High | | 56% | | 767,200 | | USD 11.83bn | | 20.8% |

In 2033 the two cohorts are worth **USD 6.15 billion and USD 2.45 billion** respectively. **71.5 per cent of the 2033 market comes from accounts that already exist in 2026 spending more.** The conversion story that the tripling implies is, in dollar terms, the minority of the market — which makes deepening, not conversion, the forecast's real subject.

## One unpublished number carries a third of the market

The model is built bottom-up because no official Canadian statistic for AI spending exists: 1,370,000 employer businesses × 19.2 per cent adoption = 263,040 adopting businesses, × an average annual spend of USD 12,000. Statistics Canada measures whether businesses use AI, not what they pay for it, and the federal *TechStat* program funded in Budget 2025 does not begin publishing business AI statistics until 2027.

 | Assumed average annual spend | | 2026 market | | Versus base |

 | USD 8,000 | | USD 2.10bn | | −33.3% |

 | **USD 12,000 (base)** | | **USD 3.16bn** | | — |

 | USD 16,000 | | USD 4.21bn | | +33.3% |

 | USD 20,000 | | USD 5.26bn | | +66.7% |

A USD 4,000 revision — a third of the assumed value, well inside the plausible range for a blended average spanning a five-person consultancy and a bank — moves the entire 2026 market by **33.3 per cent**, more than the base case's growth between 2026 and 2030. The direction of this market is measured. Its level is estimated, and the report says so on the page rather than in a footnote.

## Where the buyers are, and what they buy

**1.4 per cent of Canadian businesses — 19,180 accounts — hold 55.3 per cent of employment and adopt at 27.8 per cent.** That is 5,331 buying accounts, of which roughly 1,610 engage an external consultant or vendor. The other 91.2 per cent of businesses hold 24.4 per cent of employment, adopt at about 18.9 per cent, train existing employees at **2.84 times** lower rates and hire AI skills at **4.00 times** lower rates than the largest adopters. **The capability gap between large and small Canadian firms is wider than the adoption gap between them.**

What they buy is the first layer, not the second. Data analytics is used by 36.6 per cent of adopters, text analytics by 34.5 per cent, virtual agents and chat bots by 28.2 per cent; decision-making systems reach 13.7 per cent and machine or computer vision 4.6 per cent. Restated against all businesses rather than adopters, **data analytics reaches 7.03 per cent of Canadian businesses — one in 14.22 — and large language models reach 4.76 per cent, one in 21.01.**

## The measurement caveat behind the 40 per cent

The survey asks about AI used *to produce goods or deliver services*, which makes the 40.0 per cent a statement about the product rather than the office. A machine shop, a landscaping firm, a dental practice and a trucking company are all answering correctly when they say AI has nothing to do with what they sell — while every one of them still runs on quotes, invoices, scheduling, dispatch and email, which is the text-in, text-out work AI handles well. No Canadian survey asks the second question.

**If the question had been asked about back-office work, the ceiling would be higher and no one would know by how much.**

Federal and provincial publications also describe Canadian adoption in figures that do not reconcile with each other. ISED's strategy cites about 8 per cent of SMEs against a Statistics Canada band rate of 19.9 per cent for businesses with 1 to 4 employees — a gap of 2.49 times that no published table resolves — and Statistics Canada's 1.37 million employer businesses (locations, June 2026) sit 24.5 per cent above ISED's 1.10 million (enterprises, December 2024), a choice worth USD 0.78 billion of the 2026 market on its own. The report uses the Statistics Canada series throughout, because it is the one with a published methodology and a three-year time series, and it flags both discrepancies rather than picking the convenient figure.

## About the report

*Canada Enterprise AI Adoption Market Report, Size, Share and Forecast 2026–2033* sizes AI-attributable spend by Canadian employer businesses across seven chapters — competitive landscape, value chain, investment, technology, market risk and regulation — with three forecast paths, two adoption cohorts, four sector profiles, five falsifiers and a full disclosure of the model's one soft input.
