# Human Capital Management Software

## Segment Overview

The Human Capital Management (HCM) Software segment covers the cloud and on-premise systems that hold an employer's record of its workforce and pay it: core HR administration, payroll calculation and disbursement, time and attendance, scheduling, benefits administration, talent acquisition, performance and learning, workforce planning and people analytics.

It is a software segment with a payments business inside it. The software holds the record; the payroll engine moves the money. That duality is why the segment's competitive dynamics, switching costs and revenue quality all behave differently from ordinary enterprise software.

## Scope of the Segment

This segment includes, but is not limited to:

**Core HR and record-keeping**
Employee master data, organisational structure, position management, document and compliance records, employee self-service.

**Payroll administration**
Gross-to-net calculation, statutory deduction and remittance engines, multi-jurisdiction tax tables, year-end filing, garnishments and amended returns.

**Workforce management**
Time capture, absence and leave management, shift scheduling, labour-cost allocation and compliance with working-time rules.

**Talent and learning**
Recruiting and applicant tracking, onboarding, performance and goal management, learning content and skills taxonomies.

**Analytics and planning**
Headcount, attrition and compensation analytics, workforce planning and budgeting, pay-equity reporting.

**Adjacent services**
Managed payroll bureaux, implementation and integration services, and the benefit-administration and earned-wage products that attach to the payroll record.

## Market Characteristics

The HCM software segment is defined by several structural characteristics:

- Extremely high switching costs concentrated in the statutory payroll engine rather than in the user interface

- Recurring revenue quality that depends partly on interest earned on customer payroll funds held before disbursement

- Compliance calendars set by legislation rather than by product cycle, forcing mandatory releases on statutory deadlines

- A long tail of small employers served by bureaux, accountants and local vendors rather than by global suites

- Consolidation by financial sponsors as often as by strategic acquirers

- Rapid commoditisation of the experience layer alongside AI, and much slower commoditisation of the calculation layer

## Value Chain Overview

**Platform and data layer:** the system of record for worker, position and pay data, and the integration interfaces to finance, banking and benefits carriers.

**Statutory content layer:** the tax tables, contribution ceilings, leave rules and filing formats maintained per jurisdiction and republished on a legislative calendar.

**Calculation and disbursement layer:** gross-to-net processing, banking-file generation, remittance and year-end reporting, together with the customer-funds balances that sit between funding and payment.

**Experience and decision layer:** employee and manager self-service, mobile access, analytics, planning and increasingly AI-assisted workflow.

**Service layer:** implementation, managed payroll, compliance support and the escalation path when a calculation is challenged.

## Boundary Note

This segment excludes standalone recruitment advertising, pure background-checking and identity-verification services, and general-purpose enterprise resource planning suites except where the HCM module is the purchased object. Payroll-adjacent payments products are in scope only where they are sold as part of the payroll relationship.
