The Ban Took the Instrument and Left the Reagent Dying

Updated October 26, 2026

The measure restricted the machine and left the kit alone

China added Illumina to its unreliable entity list on 4 February 2025 and banned imports of its sequencers from 4 March 2025. The coverage of that measure is the detail almost everyone reads past: it restricts high-throughput sequencers. It does not explicitly restrict reagents, consumables or maintenance.

That asymmetry turns a competitive event into something slower and more interesting. An installed base does not stop consuming when the supply of new instruments stops. A sequencer placed in a laboratory in 2024 still needs kits in 2026 and probably in 2028. What a ban on instruments does is sever the renewal of the base while leaving the annuity attached to it intact for a while — and then, gradually, not intact at all.

The financial consequence is visible in one line. Illumina’s Greater China sequencing consumables fell from USD 227 million to USD 189 million, a decline of 16.74 percent, in the same period that its instrument funnel into the territory closed completely.

Both halves of that sentence matter. Reagents fell 16.74 percent, which is a serious but survivable decline. Instruments fell to nothing, which is fatal with a lag. The NGS library preparation market report treats the second as the leading indicator and the first as the trailing one, because in this business the consumable line is a delayed read-out of placements made years earlier.

A decaying annuity is not a declining market

The distinction is worth being precise about, because the two are routinely conflated in commentary.

A declining market is one where fewer samples are prepared. A decaying annuity is one where the sample volume persists but the consumable attached to it migrates to a different supplier, and eventually stops because the instrument it runs on is never replaced. The first is a demand problem. The second is a share problem with a terminal date.

For the vendor losing the annuity, the shape of the revenue curve is the same either way: a gentle decline that accelerates. For the market, the shape is entirely different, because the kits sold to replace the originals are still kits. The library preparation category counts per-sample consumables whoever manufactures them, and the report’s perimeter includes the Chinese and regional supply in a stated residual of USD 549.1 million — 16.44 percent of the base — rather than treating it as outside the market.

That is why the China measures do not appear in the report’s risk chapter as a threat to the category’s 6.36 percent rate. They appear there as a documented transfer of share, and in the competitive chapter as the reason the installed base is the variable that decides who holds the market in 2030.

The procurement data already shows the substitution

The replacement is not speculative. In the first half of 2025, MGI and Berry Genomics together took 59.3 percent of Chinese sequencer procurement value. In the comparable first half of the prior year, only MGI placed in the top three, at 50 percent.

That is a two-company concentration replacing a market in which one foreign supplier had held a dominant position, achieved within a year of the import measure, and it happened in the instrument line — which is to say it happened in the layer that determines where the consumables go for the following three to five years. MGI’s long-read sales rose more than 60 percent to over 700 units in six months over the same window.

The kit consequence follows automatically, and it is already visible above. The 16.74 percent decline in Illumina’s China consumables is not a reduction in Chinese sequencing. It is the beginning of a transfer, and the recipients are inside the market as the report defines it.

Reading the ban as an instrument story is reading it one layer too high

The common error is to size the impact by the instrument line. On that reading, the measure removed a business that was already 11 to 16 percent of a major vendor’s revenue and shrinking, and the conclusion is that the damage was contained.

But the instrument is not the product. Sequencers are placed at close to cost in order to capture the consumable stream, which is why Illumina’s consumables are now 74 percent of revenue against 68 percent in 2023 while instruments fell from 16 percent to 11 percent. A restriction on the placement layer is a restriction on every future consumable decision inside that territory, and the consumable line is the one that carries the margin.

Read that way, the China measures did not remove a product line. They converted an annuity into a dated one. The companion piece on realised price per reaction makes the point from the other end of the same business: the consumable is where the money is, and the box is a cost of acquiring it.

What this does and does not do to a 6.36 percent forecast

The category is sized at USD 3,340.0 million in 2025 rising to USD 5,471.1 million in 2033 at 6.36 percent, on a bridge of roughly 12 percent volume growth against roughly 5 percent price decline. A share transfer between suppliers does not move either variable. A shrinking global installed base does move the volume variable, and that is why the report spends more space on instrument placements than on the ban.

The exposure that does belong in the forecast is narrower and more specific: the extent to which Chinese reagent suppliers price below the incumbent. If substitution is a transfer at similar price, the category rate is unaffected and the competitive table changes. If substitution is a transfer at lower price, the price component of the bridge is worse than 5 percent, and the downside calculation in the risk chapter — volume of 1.12 against price of 0.8657, giving a market that contracts 3.04 percent a year — moves closer to the base case.

Nobody discloses Chinese reagent pricing in a form that settles this, which is why it is stated as an open dependency rather than forecast as a number.

What to watch, and why it is a three-year question rather than a one-year one

Three things. The first is whether the measures are extended to reagents, consumables or maintenance — that would convert a decaying annuity into an immediate write-off and would change the category’s geography rather than its rate. The second is whether the installed base inside China is renewed through domestic instruments at the same rate it previously renewed through imports; the procurement numbers say the substitution is happening, and the question is capacity. The third is whether the same logic gets applied elsewhere, because the mechanism is not China-specific. A government that can restrict instrument imports can restrict the consumables attached to them, and every installed base in every territory is a similar exposure whether or not anyone has noticed.

What is not in question is the direction. A restriction on the machine is a decision about the next five years of kits, taken in a single administrative act, and it takes about that long to become fully visible in a revenue line. That lag is why the sequencing market report watches placement data before it watches revenue, and why a reader should treat a stable consumables quarter in China as a lagging indicator rather than a reassurance.

Frequently Asked Questions

Did China's measures cover reagents and consumables?

The measure restricts high-throughput sequencers. It does not explicitly restrict reagents, consumables or maintenance. That leaves the installed base still consuming kits while its renewal is severed, which produces a decaying annuity rather than an immediate loss of volume.

How much did Illumina's China consumables revenue fall?

Illumina's Greater China sequencing consumables fell from USD 227 million to USD 189 million, a decline of 16.74 percent. In the first half of 2025, MGI and Berry Genomics together took 59.3 percent of Chinese sequencer procurement value, against a prior-year first half in which only MGI placed in the top three at 50 percent.

Why does a share transfer not reduce the market forecast?

A declining market means fewer samples are prepared. A decaying annuity means sample volume persists but the consumable migrates to another supplier, and eventually stops because the instrument is never replaced. The library preparation category counts per-sample consumables whoever makes them, so the China measures transfer share rather than shrink the market as the report defines it.
