Every account of Europe's hotel miniature ban ends with the same reassurance: the product does not disappear, it moves into a refill. The reassurance survives until you divide. A 300-millilitre refill holds ten times a 30-millilitre miniature, so 2.70 billion packs become 270 million refills carrying the same 80.9 million litres — and a business paid per pack loses 90 per cent of its units while its product volume does not move at all.

Thermoformed packaging can switch material faster than any other format. The limit is not the machine or the demand — it is what a bottle reclaimer will accept in a bale.
