GCC Construction Chemicals Market to Reach USD 9.72 Billion by 2033 as Spending Rotates From Megastructures to Energy, Ports and Industrial Cities

DUBAI, United Arab Emirates, October 2026 — Pheonix Research has published GCC Construction Chemicals Market Size and Share Analysis 2025–2033, sizing the regional market at USD 5.84 billion in 2025 and USD 9.72 billion by 2033, a stated compound annual growth rate of 6.8% over the 2026–2033 forecast window. The two endpoints alone compound at 6.6% a year across the eight years to 2033 (a Pheonix Research calculation), placing the region at 6.6% of a global construction chemicals market that Pheonix Research sizes at USD 88.0 billion in 2025 (a Pheonix Research calculation).

Saudi Arabia accounted for the largest market share in 2025 on giga-project and housing spending, and the UAE is the fastest-growing market, supported by smart-city development, tourism infrastructure and high-rise construction.

The finding: composition changed before size did

The study’s central conclusion is that Gulf construction chemicals demand re-based in 2026 rather than contracted. NEOM halted further work on The Line until at least after 2030 and postponed Red Sea tourism destinations and Trojena investment, while roughly USD 3 billion continues into the OXAGON industrial city and port (Semafor, May 2026). In the same period Saudi cement sales rose 10% year on year in 2025, against the 5–6% the sector expected, with clinker inventory at 43.8 million tonnes, or 280 days of sales (BSF Capital, Saudi Arabia Cement Chartbook, January 2026).

The award book moved with it. GCC project awards reached USD 204.1 billion in the first nine months of 2026, up 2.5%, but third-quarter awards fell 37.3% to USD 47.4 billion (a Pheonix Research calculation). Construction remained the largest sector at USD 14.8 billion while falling 44.7%, as gas awards rose 59.9% to USD 13.5 billion and chemical awards roughly quintupled to USD 3.5 billion — together 35.9% of quarterly awards, more than construction itself (a Pheonix Research calculation; Kamco Invest GCC Projects Market Update, MEED Projects data, October 2026).

Knight Frank put Saudi giga-project contract awards at USD 196 billion in 2025, up 20%, and projects Saudi construction output reaching USD 191 billion by 2029, 29% above 2024. Diriyah has USD 14.5 billion commissioned against a USD 45.6 billion pipeline, and 17 giga-projects in western Saudi Arabia carry USD 431.3 billion of announced investment since 2016, of which USD 57 billion has been awarded.

What the rotation does to product demand

Energy, port and industrial work specifies for chloride ingress, thermal cycling, chemical exposure and design lives measured in decades. It pulls demand toward integral and crystalline waterproofing, anti-carbonation and anti-corrosion coatings, epoxy and polyurethane flooring, structural repair mortars and admixtures tuned for high-ambient placement — and it moves the point of sale from the merchant channel to the specification desk.

Waterproofing is where that shows up first in value. Pheonix Research estimates waterproofing systems at USD 26.4 billion in 2025, equal to 30.0% of global construction chemicals value (a Pheonix Research calculation), rising to USD 42.7 billion by 2033 at 6.2% a year — faster than the category, because durability, saline exposure and groundwater control are where specification spending is forced to go.

The contrast with Europe is a contrast in demand function, not in weather. EU construction investment fell 2.5% in 2024 and 2.1% in 2025 in real terms, with 2.7% growth forecast for 2026 (FIEC), and Germany recorded 23,900 corporate insolvencies in 2025, a decade high (PwC Global Insolvency Report 2025/26). European demand is driven by renovation obligations and life-cycle declarations; Gulf demand is driven by capital expenditure and exposure class.
